One of the measures established by the city government to institutionalize its i-Governance program by legislation compels it to undertake a revision of the website and the Citizen's Charter every three years. This third edition of the Charter, which contains additional enhancements on the previous releases, demonstrates our compliance with that mandate.
- First and foremost, we have brought in the Sangguniang Panlungsod's legislative machinery in he effort to strengthen performance metrics within the city government. The newly approved guidelines for the issuance of Preliminary Approval for Locational Clearance (PALC), development Permit (DP) and Alteration of Plans (AP) for residential subdivisions in Naga is a evolutionary measure that subjects the whole policymaking machinery of the city - including The local legislature - to specific service commitments.
Together with the regular edition, we are also coming out with a special edition of the Charter ailored specifically for the business sector. After running a survey in cooperation with the metro Naga Chamber of Commerce and Industry, we have identified the Top 50 Most Popular ervices for Business and came out with a leaner and more handy edition.
The layout is also tighter, featuring enhanced information guides such maps of the entire City all complex and that of individual offices.
Of course, we have retained improvements made in the second edition, liked (1) the increased the umber of services that underwent detailed documentation from 120 to 130; (2) an updated schedule Of fees that clients have to pay in exchange for a given service based on revised government rdinances; and (3) expanded its coverage to include local special bodies, such as the city school and Health boards, which have their own unique constituencies and customer sets
